What is an access statement?
An access statement is a detailed document providing information about a proposed development in the context of inclusive design.
It is an organic document, produced at the inception stage and reviewed through the various stages of planning and design, through the construction phase and ultimately to the occupancy and management of the building.
It may also provide the justifications necessary for a development proposal to obtain statutory approvals where departures from Planning and Building Regulations are appropriate.
Why you need an access statement?
Recent changes to the Building Regulations and Town Planning guidance introduced the concept of access statements.
Preparation of an access statement is vital to enable all parties involved in the design and construction phases of a project to make appropriate decisions relating to creation of an environment that is accessible for all users. Once a development is completed and handed over to the client, the Access Statement is delivered as one of the "as built" documents, which assists the occupier in considering their role in maintaining an accessible environment by implementing appropriate policies, practices, procedures and training, thereby fulfilling their obligations under the Disability Discrimination Act.
Increasingly, local planning authorities and building control departments are requesting access statements to accompany applications made under the Town Planning Act and Building Regulations. We recommend however that an access statement should be considered for all new developments and changes of use, whether requested by statutory authority or not. It must be remembered that complying with planning policy and building regulations does not offer immunity from legal action under the Disability Discrimination Act 1995.
